Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from Russian territory, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching aerial threats streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably provided by Western nations. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't hit its mark this time, sparing the city from devastation and further power outages.
Continuous Dangers
Following this, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new proposal from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This trend will, certainly, persist.
Tactical Assessments
It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is impossible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
